With the release of Android 9, Google imposed limits on the number of WiFi scans that can be performed by applications to once every 30 seconds. As of Android 10 it is possible to disable this limit through the Developer options.
First, you’ll need to activate developer options:
Go to Settings > About phone > Software information > Build number (or just Settings > About phone > Build number for some phones).
Activate developer by repeatedly tapping Build seven times. When this is done Developer options will be available within Settings.
After activation toggle the throttling off:
Go to Settings > Developer options > find “Wi-Fi scan throttling” > disable it (or Settings > System > Advanced > Developer options).
